  There is a supply and demand disequilibrium in the financial system resulting from "currency manipulation". When you find a way to "strengthen" your currency by way of "policy introduction", without a corresponding effect on price reduction on the ground, that is called "currency manipulation". Supply of dollars should exceed demand; otherwise, the black market is here to stay.
