  Refunding the four percent commission is not just enough for the crime.All the culprits should be investigated properly and prosecuted.Why not allow people stealing fowls to refund them, instead of putting them into prison.

  I bet this malfeasance has gone on for ages. Did the association not know of the nefarious activities of its members all these years? It teams up with corrupt government officials to do this kind of stuff so what is new???
