I do not believe the minster in charge of the ministry will not know about as much as $8 million being spent without his knowledge and approval. The cabinet must also, be in the picture because of the size of the money and the security implications of the equipment involved. This may be a tip of a big iceberg. A search backwards may reveal dirtier deals.

I am of the view that Ghana need Financial Fraud Intelligent Unit (FFIU) that will secretly investigate all heads of institutions, boards, MMDCEs, Mnisters, CEOs, etc. to stop them from getting away with the nation's money in the first place. The FFIU can also investigate people who become rich overnight and start living luxurious lives yet have no registerd business or high paid jobs. The FFIU can also help identify drug dealers as well. Well, this is food for thoughts coming ?from the angle of fighting corruption in Ghana.
