When you you put subcedie on the fertilisers farmers and citizens will buy it and trade with neighbouring countries, if you make it free they will take it and sell out to others in the neighbouring country. Everyone is seek and caught in this cancer of corruption. Often people think it is only government that is corrupt. In Europe if you give a child or any other person money he or she will ask you why? they will question you until you will never give money out again. In give money to kid in street and the parents will send them there again the next day for another gift from strangers. So the corruption is eating up even children.
