SOURCE: CLASSFMONLINE ------ The Government of Ghana is reviewing the debts incurred by the John Mahama administration to find out whether the loans were used for the purposes of which they were contracted, Senior Minister Yaw Osafo Marfo, has revealed. After the review of the debt situation, the findings will be made public to enable the Ghanaian people realise how their moneys were spent by the previous administration, Mr Marfo added. It is recalled that during the electioneering season the then main opposition New Patriotic Party (NPP) accused the Mahama government of excessive borrowing but with little to show for, an assertion the then governing National Democratic Congress (NDC) rubbished because they thought they had embarked on several infrastructural projects with those loans. Mr Marfo speaking during the National Policy Summit on Tuesday May 16 said revealed that the new government is investigating all the debts left behind by Mr Mahama. “We are working on the numbers, the ministry of finance gives us the bulk numbers. But they do not all emanate from one source, we have some sitting in energy, some sitting in SSNIT and we are examining all. As a government and we are doing it gradually and slowly because we must be accurate. “We want to be sure that whatever comes out finally is accurate. The government owes it as a duty to keep the nation informed about these debts and what it was used for.”

We are still playing the blame game by doing this though the problem starts from the HOME. I don't see any African politician who understands the word GOVERNMENT. They are all from corrupt homes and are influenced by that dangerous disease. Before they get into office, one idea lives deeply in their mind. I MUST HELP MY FAMILY. They all take Government to be an individual being the owner of the country whose problem is way out of their concern so with the chance at hand, they have to make it by all means for themselves. Otherwise, how come that a sitting parliamentarian enters into gold mining business? How come they gather money from state coffers like birds eating pawpaw on the tree? How come we have indemnity clause in our constitution and yet no government has ever dared to kick against it? They are all gaining from from it as it is a loop-hole to steal from state coffers. If we send wolfs to bring goats into the field, we shouldn't wonder if a goat gets lost. They don't just understand the word and that is a sad thing in deed.

Do we really have INTERNAL Auditors in Ghana or Africa? If so, what do they Do? What value do they add? INTERNAL Auditors are supposed to be cogs in the engine rooms of companies and organisations ensuring that operations are running efficiently - bottlenecks, inefficiencies, waste (through corruption, incompetencies, inefficiencies, etc) are identified and/or reduced and removed. They are supposed to ensure continuous process improvements, economy and effectiveness. Is that the roles they've been playing so far?

There are untrained and unqualified and corrupt Internal Auditors. However their role is just to uncover fraud and infractions of internal controls. Internal Auditors report to senior Management who are responsible to carry out the recommendations of Internal Auditors and to take the necessary action where fraud is uncovered. Internal Auditors are powerless and cannot penalise wrong doers. I regret Mr. Osafo Marfo does not understand the role of Internal Auditors. He has always been management who is responsible for ensuring there are strict internal controls in place for all financial transactions and also responsible for taking the necessary action where there are breaches of internal controls.
