I believe these three point decision would escheww the tendancy of bribery and estorsion from the system and also allowing business to flow as quickly as practicable.

It must be noted that some of these policy initiatives considers the too important functions of regulatory authorities like phytosanitary inspection which cannot go paperless and requires "contact" with clients for obvious reason.
I make this observation because in the past Mr Paul Ansah, erroneously considered that plant material in international trade could be treated like some other commodities where non compliant documents could be used to clear/forward such plant material.
