  Just make the billing open so consumers can determine themselves what their bill will be even before the bill comes. This secretive and confusing billing makes them feel that they are being cheated hence their anger. Or maybe ...

This secretive and confusing billing makes them feel that they are being cheated hence their anger. Or maybe they are really being cheated that is why ECG doesn't want to simplify the billing.
