  China does NOT issue treasury bills or bonds instead she buys US treasury bills.
  
  When you issue bonds or treasury bills, you are borrowing the money with interest (I.O.U), when you buy treasury bills you are investing your money with interest.
  
  30 years ago China was one of the poorest countries in the world. Today China is the second largest economy in the world after the United States of America
  
  Borrowing is bad, investment is good.
  
  Mahama's administration borrowed all that money to buy 43 foreign cars stuck in the middle east.
