The diasporans have been exposed to larger and more competitive societies and economies. Welcome the diasporans and you will reap the benefits. Hate them and you will be starved of opportunities. Let us be wise about this !

Good move from an astute economist and a proven money manager. But we still have to tap into the process started by the previous NPP administration. That was aimed at opening Ghana up as a destination for off shore banking.

The bane of the problem here is with unreliable governments in Africa. Successive governments could make nonsense such a good idea. So long as I can withdraw my money when it matures irrespective of government in place, I'm all for it. I'll rather buy some bonds, whatever you might call it, than find my money sitting in American banks and getting less than 1% interests. Mutual funds being no better.

You are absolutely right. It's long over due for the diaspora to start investing properly and to also receive good returns. It's a win win situation for bother the Government and for the individual.

On Feb. 27, 2006 JA Kufuor signed into law the Representation of People Amendment Act (ROPAA) otherwise known as ROPAL. Even though ROPAL is law it has never been implemented and like many other legislations in the country ROPAL is collecting dust in the Parliamentary archives.
But the question is: is there a better way for the cash strapped NPP government to compel Ghanaian diaspora to help the development of the country? Of course, yes yes yes! The main reason for ROPAL is to give Ghanaian citizens living abroad the right to vote. That being said, many countries around the world have leveraged citizens' right to vote with the responsibility of paying taxes; after all there is no taxation without representation. If Ghanaian diaspora wants to vote in local elections it must back its desire by exercising its civic responsibility of paying taxes as there is no representation without taxation.
There is no common sense in selling bonds to Ghanaian diaspora if it is the intent of government to allow Ghana diaspora to vote in local and national elections. There is a far better option than issuing bonds. Because in addition to cost of underwriting and administration cost, bonds add to government debt.
The best alternative for many countries around the world is to enter into Income Tax treaty with countries where its diaspora is heavily concentrated. Ghana for instance can enter into income tax treaties with countries such as Great Britain, US, and Canada. There are presently over 300 countries around the world that have income tax treaties with US alone, not to mention Canada and Great Britain. There has never been income tax treaty with any government in the world since Ghana's independence. Only two countries in Africa that have signed an income tax treaty with the US; i.e., Morocco and South Africa. This is free government revenue from the diaspora in exchange for votes in local and national elections - The NPP can rake in millions of dollars and pounds from Ghana's diaspora in GB, Canada, and US with minimum cost through income tax treaties, and far better than Ofori-Atta's bonds.
If Ofori-Atta does not know what an income tax treaty is, he should call up Azerbaijan's Finance Minister to train train him.
