  Should I be excited when the manpower needs for all the projects would be met only by 19-23 year old Chinese youth trained and qualified to the required industry standards?. I pray that we start training programs for the skills required to fulfill this initiative NOW. A University graduate can be trained as a quality control personnel to be employed by the various district assemblies to monitor the application of standards as applied to health, safety, environment and quality for each of the projects. Such training must start now.
