I hope he was investigated for alcohol and drug use as a factor to the careless driving. If the police did not do that then the case is weak. Then it could have been brake failure, engine trouble, or bad road network. In this case he can get off with a caution or be fined to pay some amount of money to help care for the injured passengers. May the Lord help him to be sober and considerate on the road henceforth.
