  Let us call him a "mentally-challenged man" as you have correctly done in the last-but-one paragraph when reporting the Headmistress's statement. You should not have called him a "madman" as you have done in the heading of the article since that term is too demeaning.
  
  By the way, what lesson do you want your readers in Canada, US, Russia, China and India to learn from this storry?. I am sure many people even in Ghana would like to know the purpose of your article. Please, realize that the world is now tightly globalized, and that, whatever you write and post on the internet can be accessed anywhere in the world.

  Diaspora,how would you explain the expression "mentally challenged" to your children? A mentally challenged man is a mad man,or a crazy man,or a mentally sick man.I believe this is what most parents will tell their children.Americans don't even want to use the word HOMOSEXUAL but prefer the word GAY for that shameful and abominable behaviour,because according to them,the word homosexual is demeaning and that is totally wrong.Why shoud we cover up a wrong doing and give it another name? MADNESS,however is a mental disease and we can call it what it is.There is nothing demeaning about a disease.Using the expression "mentally challenged" only goes further to show the writer's experience.On the other hand,other readers who have not received higher education might wonder what "mentally challenged" is,so using both is appropriate for better understanding.

  Mentally challenged is an euphemism for mentally retarded,having low IQ,mentally sick etc.It is a very broad topic.You need to do more research.
