If you want to encourage people to report such crime, try to reward those who are able to report. That is how many crime reporters are encouraged in many countries.
It is about time the government recognises VOIP and legalise it. In other countries this is legal. The companies pay taxes just like the Telcos.
Its a normal call from someone you know abroad but the number shows a local Ghana number.its not a message

Thanks but what if u are using a normal mobile phone with lets say a uk network,who does the gateway and who gains?
I do understand, but how can our local ghanaian 'jumbo' operators get their reward in monetary terms?

U will know that the person calling you.why would someone u don't know call you?the number shows Ghana although you know the person is abroad

Thank you Asamoah Gyan. All this is becos we have only satellite station in Ghana. All internationals calls to Ghana passes through India. Leave the poor souls alone and build more satellite stations.
