  Have the police identified the owners of the goats? If not, on what basis are they charging this guy of theft? Why couldn't they (Police) wait until the right owners have come forward and identified the goats? This is a lousy ...

  Have the police identified the owners of the goats? If not, on what basis are they charging this guy of theft? Why couldn't they (Police) wait until the right owners have come forward and identified the goats? This is a lousy prosecution because it is wrongly timed.
  
  
  Issah's defense: The fact that the other guy took off doesn't make Issah complicit of the alleged crime.
  In Ghana people buy and sell things on the streets. One might not even see a particular seller again for refund if need be.
  
  Second, the time of arrest doesn't mean Issah had stolen the goats.
  
  This suspect could walk free with the goats if no one comes forward to claim them.
  
  Third, are the goats marked for identification? That is a concern.
  
  Finally, how long (reasonable time period)does the law permit for the police to hold this guy as a suspect?
  
  Issah could turn around and sue the police for harassment and false allegation/imprisonment).
  
  This is a very interesting case. A good defense lawyer could shred the police's case into pieces.
