I really do not know what pertains in Ghana with regards to university admission. In my part of the world, academic transcript are transmitted from one university to another so there is no tempering. When a student is seeking admission to a university, he writes to his/her school and requests his/her academic transcript be sent to the school where she/he is seeking admission. The student then pays a fee to the registrar of his/her school and the registrar would send the student's academic transcript directly to school she/he has applied to.

If this process is followed, then where is the breach? Except perhaps there is a rogue in the student's registrar's office who would temper with the grades, otherwise this system is full proof.
