If armed robbers can brazenly attacked a university campus and do away with valuables belonging to the students, what is the message then?

I remember a former party woman organizer, who threatens any police officer who will jail her son who has been caught several times in armed robbery. A message like that is a pat in the back for armed robbers because they know that some party officials are behind them and will act with bravado without thinking twice.
