Holding people to account is what is expected for a credible organisation.
Typical Steal money, get caught, pay it back and then nothing. This just encourages theft. What should happen is that when caught, the criminal pays it back plus prison and or a fine depending on the amount stolen.
What happens to proceeds of crime? They can be jailed and still be pursued for the refund of the money.
