  The wrong person has been arrested. How could she know the welders were not experts? Set her free and charge the dead welders or their owner who failed to provide the necessary training and preventive measures at the shop and for the workers. It is also for the Ministry of Labour to charge the owner(s) of the shop not the police, and certainly not he customer. Wrong move..

  I'll give an example of the same case below:
  
  Last year I took my car for reapair shop in an European city.
  
  After placing the new part on a table in the workshop, the mechanic told me plainly: "This part contains a cylinder. It is under higher pressure and is highly explosive - I can do it BUT I don't have the pyrotechnical permit to do so. So take it to a qualified workshop. I'm sorry!"
  
  I asked him where I could get one, and thank Google - we did a google-search and located the closest, qualified workshop.
  
  In short, it is only the workshop that can determind what they are capable and also PERMITTED to do, not the customer.
