  Ignorance is killing Ghanaian. How can a lawyer be so ignorant.
  Parliament does not need Bagbin's presence whenever a bill is to be passed. Any of the deputies sitting in the speaker's chair assumes the same powers as the speaker. That is why whoever presides is addressed as "Mr. Speaker" Bagbin's absence does not mean the passed bill is illegal. The vote for the passage of the bill was called by a presiding speaker.
