You certainly are right about some debtors being devious and not honouring their commitments. But it also isn't right to abuse government services by bribing Police personnel to arrest defaulters. This bad practice will end when those arrested begin to file false arrest and false imprisonment actions against the Police and the creditors who dubiously engaged the services of the Police. As these lawsuits bring money to the falsely detained while also shaming the crooked creditors, the bad practice will come to an end. Owing money is a civil matter. Creditors can seek remedy through civil court action and if successful, can have the assistance of the courts to enforce judgement collection action against the defaulters.

When u borrow or take money to offer a service and fail to do same at x date u have defrauded by false pretences and the police is allowed to get in.
