In Europe, a parent who has placed a 3-year old kid on a normal seat will be fined. 100% sure of this, because I live there for over 30 years. Still worse: at the front row.

Finally: those kids seats / seat belts were designed and enforced to be used ALL THE TIME because YOU'LL NEVER KNOW WHEN AN ACCIDENT WILL HAPPEN.
