A job without the resources to carry out is only by name. It is no job.
Ms. Asare there was not the need for you to take up this job when you encountered the uncooperative attitude of the people involved. There was no way you were going to be successful. You should have resigned the job and to bring along two other members as staff knowing you were not getting grant from government for their emolument was bad sign of good leadership. Nobody should work without compensation.
I don't know what more to tell you but if you are looking for sympathy you are not getting it from my end here.
