  Family upbringing builds character, not attendance at any particular learning institution. Much of the thievery taking place in government agencies is mainly due to to these agencies not being open, thereby making it easy for looters to carry out their trade cloaked in secrecy till they're out of office. Make all government agencies completely open in order to allow the public access to government dealings, and this will discourage the thievery and corruption that have plagued these agencies.

  If you cannot do that because you don't have the means to do it or trade in drugs, you swindle your government or state.

The poor spends 1-2 years behind bars for stealing a fowl but the actual thieves and nation wreckers move around boastfully. The wards of these cartels will one day insult our children that your parents are lazy. Ah Ghanaian politicians behave as if the state is a property handed over to them by their grandparents.
