  The private sector thrives within an enabling environment. Expecting it to emerge spontaneously and prove its mettle may sound appealing, but history and evidence show this has not happened anywhere. Markets do not build themselves. Strong institutions, infrastructure, access to capital, clear regulations, reliable utilities, and human capital development are the scaffolding on which the private sector grows. Without these, calls for entrepreneurship ring hollow, and private enterprise remains stunted. If we are serious about private sector-led development, then we must first be serious about building the environment that makes it possible.
