  Imagine if there is fire outbreak and the chief fire officer don't want to be partisan politically ordered, so when the president ordered him to quench the fire he will say no.
  The belief that civil and public positions are free from political influence is an utopia.
  We gave the example above.
  Some group of people attacked Ghana and because the Chief of Staff of the Ghana Army is free from partisan political influence he will disobey the order from the partisan president to defend the country.
  I don't want to go back into history or make statement about situations around the world today.
  But let's take a look at the ruse of Iraqi arms of destruction and did any arm of government in the countries that created the ruse refused to take order from their partisan leaders knowing well that arms of human destruction were not in Iraq and that none has been found since 2003.
