That quack pastor is misleading his gullible zombies with a misstatement about the law. The FBI did not effect the arrest of Abu Trixta on Ghana soil soil. Abu Trixta was arrested by Ghana authorities at the request of USA authorities. Abu Trixta is going to have a hearing in a court in Ghana to determine if he should be extradited to the USA. If Trixta wins his case in Ghana, then the extradition request fails. But should he lose, then he'll be handed over to the FBI by Ghana Ghana Police, as per the requirements of the extradition treaty between Ghana and the USA. The pastor is therefore misrepresenting facts. The pastor should have no reason to worry about NPP and NDC thieves still hiding in the USA, for they'll all soon be brought back to Ghana to face the music regarding their looting and thievery escapades.

A point of note: USA security personnel didn't arrest him. Ghanaian security personnel arrested him, and the guy is still under custody of Ghanaian Security, awaiting approval of extradition application.
