The better thing to do would be to impose a tax on betting, for that would raise badly needed money annually to use for road repairs, repairs of crumbling school buildings as well as purchasing more equipment for Ghana Police, Border Guards and the Fire Services. It's difficult in this age to pass a law against targeting children and young people, for these groups now have access to devices that they can easily use to watch such advertisements. What will work may be a law that prohibits people under a certain age from participating in betting, and punishing any betting establishment that breaks the law.
