  A Green Card grants permanent residency; it is not the same as citizenship. In Ghana, we do not really have an exact equivalent—perhaps the passport is the closest comparison. That said, one should reflect on whether a Ghanaian passport is truly necessary for his situation - he does not need it at all. It seems the ministry may be making a subtle effort to recruit him in support of Ghana's tourism industry. Personally, I relinquished my Ghanaian passport a long time ago.
