  If this guy can't go to court because the Tik Toker is nowhere to be found, then how are the Police supposed to arrest him? As Kojo pointed out in his comment above, this is a civil matter and the complainant should seek relief in a civil court. Can you imagine how busy the Police would be if every citizen had the right to have the Police arrest any person that made false claims against them?
