Your husband has no focus in life because you cannot build a family based on his father's expectation and so i think that if he becomes very difficult in agreeing with you on the number of children to raise as a family, engage his family or leave him to his fate in case he does not change his mind.
Better still, he can sell his land in the village and start a side job to support the family else you'll be stretched to death for someone to raise your children for you.

Then next step is to engage his family to talk to him.Or your religious leaders if he respects them enough to listen to them.

Look,you both should access the current economic situation and how much each contributes to the table. Sometimes, let him go to the market and buy stuffs home. Ask him to accompany you to the hospital anytime you will visit. In all this, maintain calmness and a good composure.
He will come to realization and control his ego.
But am offended by you mentioning his occupation - teacher. The stereotyping when it comes to the issues involving teachers in our society is just too bad. We know we're the worse paid and recognized in society. But not to thus extent, please. You could have made up your story without necessarily indicating his occupation. Teachers today,are doing great things,if you don't know. Today's Ghanaian teacher will not settle for that kind of story- we're wise up now.
Please, don't make up stories to add up to the societal humiliations hardworking teachers go through in Ghana. We were told once that,we cannot get rich being a teacher. We plan with the little we're paid. Thoughtless of having large family size just to please my old boy. This is not about any Ghanaian teacher, please come again.

Madam you are enabling him, 7 people in a single room with porch and you contain it and manage it. He might give you 300 cedis to manage for the week and you make crazy soups and delicious delicacies that’s why he has the boldness to ask for more, when you start complaining about the space, asking that the kids not sleep on a mat but have their own room for sake of privacy and ventilation. When his 300 cedis weekly only feeds the kids and the home for 2 days he will come to a realization that cost of living is expensive and he cannot produce kids to become a burden for us
