I'm a Ghanaian. I lived in Nigeria. When I first saw this meal, it felt disgusting. Then I tried it. I'm back home now, and I've stopped eating gari soakings the Ghanaian way. I prefer the Nigerian way. Just try it!!!
And gari soakings and beans, instead of pouring the gari on the beans. Just try it!!!

Unless you mean the soaking is without sugar, like we do in Ghana. Otherwise, soaking Gari with sugar (forget about milk) and adding fish is on a different level.

In Ghana those who live along the Volta lake eats the same thing. For them they eat it without sugar. Gari and fish

Untrue! What they do is heat water, pour it on the Gari and cover it for a few minutes while it solidifies. It's NOT soaking!
