First, a nations development is not measured in in terms of physicals only, but also by intangibles such as relationships (the extent of which determines how peaceful the nation is). What satisfies the human soul more than re-uniting with long lost relations, which Sister Rita and all in the diaspora are?
Again, it is a well known fact that such returned relations have often brought along with them wealth - tangibles and intangibles.

I, whom have been to GH many times, with stays up to nearly a year, know how important this is. Places like the US keep Ghana-born and other Africa-born, now living outside of Africa distracted. Never able to hold still for a moment and deal with the ideas of AWAKE blacks born outside of Africa. Right now I can take 12 Ghanaian-Americans that are diligent and teachable and show them how to create a $10,000 per week USA income (since 2007 I have known this blueprint). But since 80' I have tried to approach GH-Americans, especially the men folk, and NONE have time for me. I even tried to approach a paramount chief in GH to help me recruit Ghanaian-Americans to work with me. With his limited mindset educationally and fear of the Nigerian 419 scam, he thought I was trying to run game upon him. He never did go see his Ancestors so they could tell him I am not about games.
I tried to see a GH minister in 09' but he died just before we could meet.
I even know how to raise $100,000 in less than a month if I could find 5,000 adult AWAKE GH-Americans or black Americans to work with me (the city I live in has over 35,000 Ghanaians in it now). They would not need to donate or do fundraisers any money either. I know affiliate marketing and network marketing. So I know how to combine the internet and a network of people to create wealth (the 5,000 people would even make money). Unfortunately, most folks living in the US do not understand this is the Information Age and no longer the Manufacturing Age.
So imagine if I had dual-citizenship in Ghana? Me, a mere high school graduate, could teach your president and his cabinet ways to make global monies even Phds don't know about. I too am in a group that buys "bulk foreclosures" across the US. Meaning, a group of investors buying several income properties at once from banks that want to unload them. I am a new student in the group. Imagine what I will know moreover in the next 1 to 2 years. I traced both sides of my ROOTS back to GH in 1975.So those inside of Ghana know the importance of opening the door for the AWAKE blacks, born in the diaspora for over 500 yrs, returning Home. Now that Rita is a Ghanaian, I will try to reach out to her. Maybe she can get me tied into 5,000 folks in the US whom are AWAKE? There are black churches in the US with over 27,000 adult members. So if such a church is Africa-centered, i can teach it how to raise over $500,000 in less than a month to help Africa come up in this 21st Century. So asks yourself, is dual-citizenship important?

Do you know how much the name BOB MARLEY generates in 'dollars' for Jamaica? And with the foundations set by RITA MARLEY, on his behalf?
Apart from PANAFEST, we Ghanaians should seize the opportunity of her presence here, and by that I mean - Ministry of Tourism, Culture and Creative Arts, Brand Ghana, our hotels, chiefs etc. to take advantage of everything about her husband's legacy to also generate funds for Ghana.
Ghanaians in authority and high positions should start thinking......by challenging their minds to be innovative enough to see beyond, just the issuing of citizenship to Rita Marley.
Hua, there's a lot Ghana can and should gain out of this to generate funds to construct for example - quality health centres with well paid doctors in every village in our nation. As the saying goes -
"A healthy nation, is a wealthy nation." In other words, a wealthy nation must have healthy people, a healthy environment and a healthy mindset......to think clearly and innovatively generate funds to do all that you've outlined.

This is food for thought for some of us in the diaspora. While some of us don't find anything good about our country, others like Lebanese, Nigerians, Liberians, Sierra Leoneans, etc are yeaning to acquire Ghanaian citizenship.The name Ghana evoque respect among people of Southern Africa. They respect Ghana for it's intellectuals scattered all over the world, (they see Ghanaians as hard working, intelligent, and good people, skills in football and for our thriving democracy. We really command huge respect outside.
I have lived in a good and properous country down south for more than a decade, but they have refused to grant me PR or citizenship, despite my immense contribution to the human resource development of that country.
I think it's high time I return home to help my develop my country and people. Because there's no place better than your own country.

An excellent idea to grant Rita duel citizenship. It is consistent with Dr. Nkrumah's Pan-Africanist vision of all Africans together. Some Ghanaians played a negative role in encouraging the enslavement of our own people. It is about time we offer atonement and welcome to those we may have sent into European enslavement.
This must be extended to all Africans in the Diaspora who wish to be Ghanaians.
The criteria for duel citizenship should be: of sound mind, follow all Ghanaians laws, must have no major criminal record (we have to be careful about imposing mandatory laws against anyone with criminal record. The system in the west imprisons our people recklessly) have transferable professions or skills, have clear proven plans to set up profession (which must include arable farming, teaching, medicine, engineering, business, etc).
Unproductive religious settlements must be rejected. If religious sects have massive verifiable plans for industries or even commercial farming, then a special case must be made.
Ghana is trying to develop and modernise. All efforts must be made to encourage qualified Diaspora Africans to return to help us. But we must discourage stagnation in religious idealism.

Just compare the ratio of salary of the congressman in US to a school teacher, to the same ratio in Ghana..It is ironic how high the multiple is in the poorer Ghana..And the politicians are not satisfied with their fat salaries, they steal lots more....
.As far as I know, Mahama is yet to declare his assets....At least we have not heard anything publicly that he has declared his assets...This is supposedly a constitutional requirement.
