What shows that Castro is drowned and shot killed and buried by someone somewhere? That is why police should all those who there at time, under caution and bail them as investigation continues. Until they find the bodies or otherwise, and carry out test on them to ascertain there was no foul play, everyone connected remains a suspect.

The lawyer is 100% right and anyone who disagrees with him needs their heads examined. Phew!! Ghana?

All the folks that went together with Castro to the resort should have been interrogated by the cops. It is just how it is. Nothing cynical, that is justice a procedure any well trained cop or investigator will follow.
The police should have had a statement from all the folks by now.
For instance, if it was determined that Castro was drunk and the drink was provided by his friends, then the friends will be on the hook to have prevented him from getting on the jet-ski. - stuff like that.
As sad as it is and as sympathetic as we are, more facts about the case could have been gathered to help the country to grow from this incident.

Interrogation, no, there is no uniform procedure to tell the police to follow.
