Bill definitely wants a higher education. The question is whether he will really study hard genuinely to be informed and earn the degree or will cheat or receive favors from his peers and corrupt teachers only to have the degree. It isn't about finishing the school and having the certificate or the degree, it's more about how better informed you are after the school. Greed, lust, materialism, frivolity, and corruption have engulfed Ghanaians to a point where there are a lot of Ghanaians walking around with degrees, but don't have any substance to show for it. They can't speak any proper English Language. They can't display any meaningful mastery of their areas of study, and have deplorable work ethics. A lot of Ghanaians, especially the younger generation are quick to seek advanced education, but they cheat their way through by themselves and sometimes with the help of their parents. Just arrange for a University degree holder in Ghana to discuss with a middle school or high school student of USA or UK and evaluate. If Bill will study and earn the degree, congratulations. If he is there to cheat and get a degree for promotion at work for a higher pay, amass wealth and show off, shame unto him.
