  Prevention s better than cure(provision is better than kiosk)so if someone has the spiritual power to heal me of my sickness then it makes sense the same person prevents the sickness than to cure it. If the person waited for you to get sick first then that person intentionally punished you. If a mother intentionally waited for a boiling water to burn her child then she starts administering curative medicine to cure it then she can be jailed for that in any civilized society.
