There are no hard-and-fast rules about fashion.
There are generally-accepted guidelines, but they come with no rigidity.

Maybe she just wanted to give a little twist to the pants-over-the-straps culture.

PS: These "Bantu Knots" will sell with our sisters in the diaspora.
