Here I think she is trying to explain that God necessarily does not mold humans again but we reproduce as God commanded.
That being said,if we are in Gods image then we should all be perfect like God in His human character.
Scientifically what bring about all these deformities are sometimes by our parents in other words through medicines,hard chemicals,infections and loads of examples.
