I agree with you on banishing this primitive practice. BUT nothing is so hard to eradicate than what the very people consider as culture. If you want to understand, consider male circumcision. It is so ingrained in our judao-christian and Islamic culture, no amount of laws can easily stop it. I am not against male circumcision and I don't know why I have accepted it for myself and my sons. And I think those who practice tribal marking feel the same way. The question is, isn't it similarly barbaric to cut that piece of a boy's penis away (without anesthesia) why he screams at the top of his voice? That is also a permanent damage to the little natural penis if one looks at it from that point of view. Therefore, what is the difference? Is it because we accept one and not the other? Well, I am still against tribal marking because I cannot hide those marks for the rest of my life. Does it make sense? No!
