A development plan is a living document.
It can be reviewed and amended periodically to accommodate the technological and other changes you mention.
Remember the maxim: failing to plan is planning to fail.

A plan is not meant to be rigid. It is a broad vision arrived at by consensus to give the nation purpose, a sense of direction and a framework within which to work.
Whoever told Prof Gyan that the industrialised countries do not plan beyond 10 years? He would be surprised to know that there are whole units in governments round the world who do nothing but think about the future and how their countries are going to get there.
If we had planned ahead for 40 years at the time we inaugurated the Akosombo dam, we would most certainly have avoided dumsor 40 years later. we were not to know there would be a power crisis, but we could have projected the growth of our population in the 40 years with simple mathematics, forecast our economic growth and looked at a spectrum of scenarios from positive to negative. We could have done a risk assessment, anticipated problems and put in place countermeasures to deal with them.
The industrialised countries in many ways make the future, they do not wait for the future to happen to them. That is why they always remain ahead of us.
With such warped thinking coming from our so-called intellectuals, is it any wonder that our country is going nowhere too quickly?

Foolish, and myopic intellectuals who seek to gain through their parties will see no good in holding themselves accountable to search a plan. What we really need is the bringing together of the best brains in the country including universities and professional institutions to come up with a joint 40 year plan. The best of the ideas will be selected by a panel of experienced experts in various fields to be reviewed by the legislatures of all parties and made part of the constitution. If JJ, J.A. Kufour or J.M had had such a plan they would have been judged or held accountable by what they ought to have accomplished. Not only would it limit loopholes for corruption and random misappropriations, Ghanaians will be aware of what each regime needs to do or accomplish. The 40 year plan would cover population growth, technological growth in : Medicine, global economy and management of our resources, energy, agric, finance, security by land, air, water and cyber,sanitation, waste disposal, drainage in cities and rural areas, decentralization of power and resources, just to mention a few etc, etc. Thank you.

No future political party will even be bound by any laws to implement any part of it. If that is the case, they should as well draw a 40-year manifesto for all future parities. It's senseless, it's waste of money.

If we want to developed as a nation we need nations development strategic framework . This has to be developed by all stakeholders including political parties and civil society
What we require from parties in the HOW they can help us achieve the strategic goals of the National Development Strategic Framework.

The aim of the national development plan is to depoliticise our development as a nation by reaching a consensus on our development goals. It aims to create a framework within which the political parties can develop their manifestos for implementing the plan.
I am not sure why the NPP bigwigs Gyan and Marfo are skeptical about the long-term planning. Had we planned ahead from 1966 when Akosombo dam was inaugurated, we could conceivably have avoided dumsor 50 years later.

We live in a dynamic world that is changing every second, minute and hour. Who could anticipate that America will one day ban Muslims entering America? But at last, it has happened in our time with Trump in charge of America. Kwame Nkrumah was well aware of the dynamics of post independent Ghana and therefore formulated 10 Year and 5 year development plans to guide his vision for Ghana. Every development, no matter how good it is thought through, must be reviewed frequently for the necessary adjustments and modifications to be made here and there. The goals set for 40 years may be a completely different set of goals in 20 years time let alone 40 years.
