Again, what do you mean by 'poor'? - a chamber and a hall? for young couple with no kid? For even developed economies there is category of accommodation for category of families - with 1, 2, 3 or more as defined small and large families. With you people will continue to suffer for things that are not a necessity. Get a 3-bedroom before marriage and after get a mansion so to prove one as a man.
What sort of councilor are you - marriage, social, economic or financial. May God help us.
