The right designation should have just been Kofi Sarpong. They should have left the DSP out because he is currently a Superintendent (SP) and shall soon move to Chief Superintendent (Chief Supol) before ACP and above.

And oh yes, those in T-shirts at the event if not technical and perhaps fixing faulty gadgets should not have appeared anywhere near the cameras.
