  Don't make the same mistake of converting Polytechnics to Universities which has virtually collapsed middle level manpower training in the country. Every polytechnic student wants to earn a degree which is mainly theory based so they can compete in salary with graduates from the traditional Universities. Just find a way of increasing their salaries.
