He failed to fulfil that contract, so the government was unable to make the contract effective. What is more to the point, surely, is why various people in government paid him at all. Woyome, who bears all the hallmarks of a con man, asked for money and they, seemingly gave it to him without questioning anything.

A lawyer at the Attorney General's office said that the judgment debt of some people were paid twice. I currently have the same problem in my company because the Financial Controller paid an injured workman without passing through the laid-down procedure. The is no document to prove that the injure workman has received his lump sum compensation and can demand it at any time. Unfortunately it is the same lawyers and accountants who create these problems.
