  You indicate that this toilet is sitting in a road. Have you seen the local general development plan for the area put together by TMA? It could be rather that the toilet is in the right place but the road instead is in the wrong place. We should try and make a habit of digging out the facts before we demand that the municipality should stop the construction of something as vital as a public toilet.
