Obviously they cannot stop people for using that phrase but by admitting that it refers to our elders is childish. Don't let politician manipulate you but display the traditional sense of Opanyin dua mantse mantse. Not quick to respond to any nonsense. Now you are amplifying that Simpa Payin refers to Winneba and therefore bringibg some truism into it. From Winneba to Bawku the phrase will be used whether you get angry and politicise it or not.
