  This is stupidity. Ministry of Health, a government outfit cannot make a donation to facilities it supervises. How can you make donations on Ambulances to health facilities of government organisations that you supervise and it is your responsibility to ensure that they are equipped. Besides, is the money not from the same pool of taxes we pay?
