One has to apply for, to enjoy the service and know what happens at the scholarship.
In any case kidney/ dailysis is already being taken of by NHIS. Why not add the rest.

Allow JDM to start it, if you have any better option wait when you come to power you implement yours ok. Now at least if this policy kick start some Ghanaians who have long been waiting for government support will have done relief
