Minister of Health, Kwabena Mintah Akandoh, has conceded that government may not be able to complete all the Agenda 111 hospital projects due to financial constraints.

Speaking in an interview on the Citi Breakfast Show on Wednesday, April 22, 2026, the minister said the current administration inherited a large number of projects at varying stages of completion.

He explained that while some facilities are near completion, others remain at early construction stages and will require substantial funding and time to finish.

“We have a deliberate plan for Agenda 111. There were people who had taken mobilisation and had not been to site. If we say that we will be able to complete all the Agenda 111 projects, which are over 100, within one year or even four years, it is a lie. Let’s be realistic,” he stated.

According to him, the government has already spent about GH¢4.6 billion on the initiative, with progress varying significantly across different project sites.

The Agenda 111 was launched under the administration of former President Nana Addo Dankwa Akufo-Addo as a flagship health infrastructure programme aimed at addressing gaps in healthcare delivery.

The project envisions the construction of 111 district, regional, and specialised hospitals to expand access to quality healthcare, particularly in underserved communities across the country.

While reaffirming government’s commitment to improving healthcare infrastructure, the Minister stressed the need for pragmatic planning in the face of fiscal limitations, noting that completion timelines for all facilities may need to be extended.
