  it will be unlawful to force people to participates in general cleaning exercise. its the duty of the government to keep the country a clean and safe, the individual person however have the responsibility to maintain his surrounding clean. Its totally against human rights to force people out to do the monthly cleaning. the authority should think before passing the bill
