  Rwanda has used this method for years and it has worked well for their scheme. In addition to the services the scheme officials provide to the members, they also look at the diagnosis presented at the clinic/health centre to make sure the medicines prescribed and dispensed are appropriate for the diagnosis. That means clinicians should be included in the teams that go to the provider sites.
